Singapore’s construction industry stands at the forefront of a global digital revolution. The widespread adoption of Building Information Modelling (BIM), integrated digital delivery (IDD), artificial intelligence, and blockchain-enabled solutions is fundamentally transforming how projects are designed, delivered, and managed. This shift—commonly described as “Construction 4.0”—extends far beyond operational efficiency: it is reshaping contractual relationships, evidentiary standards, payment mechanisms, and regulatory frameworks across the built environment. For construction law practitioners, this transformation presents both opportunity and challenge. New technologies raise critical questions concerning contract enforceability in automated systems, the admissibility and integrity of digital evidence, the interface between smart contracts and statutory payment regimes, and the adequacy of existing regulatory oversight for emerging infrastructure such as data centres. The SCLS Annual Conference 2026 brings together industry leaders, legal experts, and technologists to examine how Singapore can harness digital innovation whilst maintaining robust legal safeguards. Through expert panels, case studies, and a stimulating debate, delegates will explore the legal frontiers of Construction 4.0 and chart a course for Singapore’s continued excellence in the built environment sector.

This seminar will provide a practical construction law perspective on Environmental, Social, and Governance (ESG) requirements in Singapore’s built environment sector. We will examine the deeper ecological context that should underpin ESG obligations—including the planetary boundaries framework and the growing recognition that sustainability requires more than carbon reduction alone —alongside the rapidly expanding landscape of climate change litigation and Singapore's emerging role as a dispute resolution hub for climate-related disputes. Moving beyond policy discussions, the seminar will address the contractual allocation of ESG risks, regulatory compliance and emerging dispute issues. The session is designed to contribute to the development of consistent industry approaches to ESG in construction law, including the evolution of standard clauses, risk allocation models and best practices that may inform future SCL(S) guidance and protocol development.

This seminar offers a comparative and practical examination of prosecutions under the Workplace Safety and Health Act 2006 (Singapore) and the Work Health and Safety Act 2011 (Australia). Johnathan will address the Singapore framework, drawing on his experience as a former prosecutor to explain enforcement priorities, prosecutorial discretion and common pitfalls for defendants. Patrick will cover the Australian regime, sharing insights from defending companies and individuals in serious workplace safety prosecutions and provide an outline of what Singapore based entities with operations in Australia must know. Together, the speakers will provide counsel with strategic, practice-focused guidance on managing investigations, responding to charges and advising clients exposed to regulatory and criminal liability.

SCL (Singapore)’s Networking Cocktail is an informal social gathering providing an opportunity to mingle with members, their guests, non-members from the construction industry, as well as to meet the SCL(S) Council. This year, we will gather for the first time at the Moon Rooftop Bar & Lounge amid breath-taking skyline views of the Singapore CBD. Join us for two hours free flow of beer, house-pour red and white wines, soft drinks, and finger food.

This course is designed for practitioners in the construction industry interested in the basic principles of construction law. It will review general rights and obligations of contractors and employers, as well as time, payment, SOP and dispute related issues in construction contracts. It is principally designed for non-lawyers in the construction industry but lawyers seeking an introduction to this area may also be interested. It will be taught in 4 evening classes. A Certificate of Completion from the SCL (Singapore) will be issued to attendees who fully attend and successfully complete all 4 Modules of the Course.
